Before starting to learn any new skill, you must know WHAT is it that you are in for. It's useless to learn something just for the sake of adding up to your CV. One must be very clear about the thing you are working on, it actually impresses recruiters that you have a deep knowledge of the tool/framework/language,rather than just knowing to use it for certain tasks. I don't mean You have to learn the history of it but sure learn about its uses and other facts.
So, this brings to our next point

"WHY should I learn XYZ only?"
If You learning something for a particular job, you can skip this step. BUT if you are learning for self-development then there is a bit of stuff One MUST research before starting. It’s called judging the depth of the pool before diving. Since you now know WHAT it does, is it something you want to learn? We all know that every language/ framework /tool or even toothpaste has its competition in the market, pick the one with great Documentation and even better community support. Learn about its advantages and disadvantages, it will help you build confidence in the skills you acquire on the way

"HOW can I learn XYZ?"
This is Actually the EASIEST step of all. Search the internet, ping people working/using it. But this research MUST be very thorough and pretty detailed as it's going to help you in the next step very much.

"WHEN will I be done learning XYZ?"
Since you have researched a lot about XYZ till this point, if you set a deadline for yourself it’s going to motivate and keep you pushing to get it done by time.
If you have done your 3rd step properly then set a deadline accordingly (DON'T overestimate your potential I often do that XD). And also, you can plan your time and schedule according to the deadline you have set.
